Thule PROCESS FOR VISITORS TO REQUEST SUPPORT FROM BASE FUNCTIONS

Due to the frequency of official visitors to Thule AB and their logistical mission support requirements, the Thule Air Base Logistics Flight has developed the following procedures to facilitate smooth approval and contact of appropriate parties.

-The Logistics Plans office will receive visitor requests for support via electronic methods and/or official documentation on a "Thule Support Request Form".

-Upon receipt the Logistics Plans office will review and/or reply to visitor requests with any questions and/or comments on support required and establish deadline for expected completion.

-Upon final drafting of request, the Logistics Plans office will forward to Thule Air Base commander and the Danish Liaison Officer (DLO) a proposal for initial "authority to proceed" of the overall project concepts for further research and approvals.

-Once "authority to proceed" is received, Logistics Plans will distribute support requests to each functional area with established deadline for responses.

-Logistics Plans will consolidate all replies and forward for project approval request through the DLO to the Thule Air Base Commander for final approval.

-Once final project approval is granted Logistics Plans will provide the approved responses to visitors.

Guidelines for Thule support requests:

-Projects WILL NOT interfere with the basic space superiority and multi-national military operations.

-All required logistics support will be provided on a fee-for-service basis.

-Visitors WILL NOT, unless specifically approved by Logistics Plans, correspond with other base agencies outside the DLO or Logistics Plans.

-If either office is unavailable they may contact the Logistics Flight commander.

-All requests must receive approval by the Thule Air Base commander and DLO before any execution activities commence.

-All requests will be responded to within approximately 14 days of receipt and confirmation by Logistics Plans office.

-Short notice requests are highly discouraged and will be handled on a case-by-case basis. Replies will be forwarded as soon as possible. Short notice requests incur additional risk for project disapproval.

Projects for scientists within Thule Defense Area

Project approval:

-Project "authorization to proceed" is required NLT 180 days before planned execution date for large projects and 90 days for smaller projects. Small projects are defined as less than 20 personnel, no more than one ton of equipment, and support not required by more than two functional
areas at Thule Air Base. (Certain Danish and Greenlandic government authorities are "self-approving" and therefore do not require permission from Danish Polar Center (DPC). If logistics support is required from Thule Air Base, a request must be filled out according to outlined terms.)

-Short-notice projects will be handled on a case-by-case basis but are highly discouraged.

-Offices required for project approval are the DPC and the Thule Air Base commander.

--To obtain approval by the DPC visitors must complete an approval request form on the DPC Web site http://www.dpc.dk/sw494.asp

--Follow instructions for completion and forward to directed office.

--Visitors will be notified by electronic methods of project authority to proceed and approval.

--To obtain approval by the Thule Air Base commander, visitors must complete a "Thule Project Request Form."

--Forms are located on the Thule Air Base Web site and must be forwarded to the Logistics Plans office by electronic methods/official correspondence.

--Project/visitor POCs will be notified by electronic methods of project authority to proceed and approval.

Project logistics support approval:

-Logistic support requests are the same as those given for project requests.

-Offices approving support requests are Thule Air Base commander and DLO.

--To obtain approval, a "Thule Support Request Form" is required to be submitted to the Logistics Plans office by electronic methods/official correspondence.

--The document is located on the Thule Air Base Web site http://www.thule.af.mil/

--The Logistics Plans office will forward requests to base functional agencies and provide final copies to approving offices.

--Once approval is granted requestors will be notified by Logistics Plans.

--At no time will visitors request support from individual agencies on base other than Logistics Plans or the DLO.

Travel Approval:

-Requests to travel into or through the Thule Defense Area are required NLT 30 days prior to planned execution date.

-Approvals are needed regardless of whether or not visitors remain at Thule for duration of business being conducted.

-Anyone entering the Thule Defense Area must have appropriate travel authorizations.

-Offices requiring approval are the Danish Ministry of Foreign Affairs (DMFA) and the Thule Air Base commander.

--To obtain DMFA approval, visitors must fill out an "Entry Approval" and "Form of Consent" form found on the Thule Air Base http://www.thule.af.mil/

--Requestors must sign, scan and send form in an e-mail/mail/fax to the DMFA.

--Transient (business will be conducted elsewhere in Greenland) personnel to Thule must visit the Danish Police Inspector (DPI) before departing to have passport stamped.

--To obtain Thule Air Base commander approval, visitors must complete a country clearance request form.

--Required country clearance request forms are found on the APACS Web site https://apacs.dtic.mil

--Visitors must first set up an account and complete required steps to submit the form.

--Once approved for the account, requestors will receive an electronic approval with tracking number .

Tourists within or transiting Thule Defense Area (Non U.S. or Danish Government sponsored travellers):

-Follow the same procedures given for approval of scientists, except DPC approval which will not be required. Certain Danish and Greenlandic government authorities are "self-approving" and therefore do not require permission from DPC. If logistics support is required from Thule Air
Base, a request must be filled out according to outlined terms. Reference these agreements on the Thule Air Base Web site http://www.thule.af.mil/

--Agreement Between the Government of the United States of America and the Government of The Kingdom of Denmark (including the Greenland Home Rule Government) concerning Transit of Tourists and Other Visitors Through Thule Air Base, Greenland

--Executive Order on Access to and Conditions for Travelling in Certain Parts of Greenland and Guidelines on Access to and Conditions for Travelling in Certain Parts of Greenland

Scientific projects outside the Thule Defense Area

-Project approval:

--Project approval is required NLT 90 days before planned execution date.

--DPC approval is required for project approval. Certain Danish and Greenlandic government authorities are "self-approving" and therefore do not require permission from DPC.

---To obtain approval by the DPC, visitors must complete an approval request form on the DPC Web site http://www.dpc.dk/sw494.asp

---- Follow instructions for completion and forward to directed office.

---- Requestors will be notified by electronic methods of project approval.

-Project logistics support approval:

--Any logistics support must be requested at the time project approval request is submitted.

--All relevant documents will be found in the same location on the DPC Web site http://www.dpc.dk/sw494.asp

--Approval by the DPC DOES NOT mean approval of Thule logistical support. If base support is required, project organizer must submit a Thule support request form.

-Travel approval:

--No approval is required as personnel do not ever enter the Thule Defense Area.
